Track the Identity Vault 0.1.2 release with its own issue reference.

• Bump the repository and plugin package versions, package-lock root versions, and bundled Chrome extension manifest from 0.1.1 to 0.1.2.
• Update the README npm-pack installation example to the 0.1.2 archive.
• Reference this issue in the release-version commit and annotated v0.1.2 Git tag.

Validation: package and manifest versions, lockfile root version, README archive name, and git diff whitespace checks passed. This issue records source release bookkeeping; package publication and deployment have not been performed.
